5YA & 10YPP Planning

Watershed has significant expertise in the education sector, working with the Ministry of Education, State Schools, Integrated Schools, Independent Schools, Specialist Education Providers, Kura and Wharekura. One of our core strengths is the ability to assess School Property, highlight key issues and opportunities and provide a practical plan for moving forward that aligns with our clients’ desired outcomes. We are one of the Preferred Suppliers (as per the Preferred Project Managers Scheme released in March 2014), approved by the Ministry of Education to deliver both projects and 10YPP works in the Northern Region. Watershed is also a member of CEFPI, the Council of Educational Planners International – an association whose sole mission is improving the places where children learn. CEFPI members include individuals, institutions and businesses that are actively involved in planning, designing, building, equipping and maintaining schools.

Full Condition Assessments for the Board | Identify and highlight current condition and risks, condition assessment of School Property including review against any existing planning documents.

  • Highlight key operational concerns
  • Update of WebFM Condition Assessment
  • Check and update PMIS (confirming building usage, Block name and number etc)
  • Obtain specialist sign-offs (and any required full specialist reports)

  • Review of compliance, health and safety and risk identification
  • Review of property maintenance
  • Review of school cleaning.

Develop Property Ten Year Plan with the School Board | Facilitate a workshop with the School Board (if required) following the receipt of the Property Assessment to determine the key objectives and principles for Property. This will help set the framework for management moving forward and inform the development of a 10 Year Property Plan, and subsequent 5YA. The scope of the plan to cover;

  • Set key objectives for School Property and environment
  • Define goals and objectives

  • Develop an approach to achieve the vision
  • Ministry of Education approval of 10YPP and 5YA

We will discuss issues and options to give the Board an independent critique and recommend ways to improve the School property through improved operations, maintenance planning and proposed capital works.

Provide full Project Delivery for approved 5YA projects | Our expertise is in project delivery for Schools we work with closely. With a strong working relationship, and good knowledge of the wider School Property we build an understanding of day to day property related issues and any solutions dovetail cleanly into projects of all sizes. With this holistic approach to the property, we are able to ensure that funds are not unwisely spent in areas that are part of the bigger picture, i.e. 2, 5 or 10 year plans. There is nothing worse than a building being painted one year, and redeveloped the next!

As we are project managers who have experience in schools (and a school property management background) we understand how a project can impact a school and therefore use our planning and programming skills to minimise disruption without unduly impacting the delivery of a project. We understand schools core business is teaching and learning – our job is to help provide the facilities that encourage and enable this.
